HMMWV On-Road Title Service for DLA or DRMO purchased HMMWVs

I provide a titling service including road worthiness certification for all model HMMWVs purchased through DLA or DRMO auctions such as GovPlanet or GovLiquidations.
I can also do USMC purchased HMMWVs, if you are outof state buyer in Georgia or California.
If you buy a HMMWV in goverment DRMO auction your paperwork will be stamped "FOR OFF-ROAD-USE-ONLY" (see picture #3)
HOWEVER, West Virginia and Georgia are two states that allow residents to get on-road titling of their HMMWV (see picture #4)
Don't waste your money purchasing a SF-97, or "Certificate to Obtain Title", or certified bill-of-sale, or other paperwork fees, we only need the online invoice bill of sale (free) to obtain a "For On-Road Use" title for you. AND if you want Class-A or Class-V (antique) licence plates.
Once titled in West Virginia you can transfer the title to any other state, including Illinois (I've been told particularly strict anti-military vehicle state??).
For your Ebay purchase, I will send you paper work and a simple to install running lights modification kit (light and wires and military connector plugs)
You will send me a photo of the modification for a "virtual" road worthiness certification inspection.
Your State's safety inspection process might also require a backup light?
My package will include a VIN verification form which will require you to have a state police or county sheriff officer come inspect your HMMWV and they will fill out and sign the WV VIN Verification form.
You will return all the paperwork in a self-addressed return envelope I will provide.
You will also send me a copy of the bill-of-sale, I'll use your address off the BOS, plus a signed letter requesting my name be included on the title.
You will also include TWO personal or cashier checks, one for my service fee and second to the DMV for titling or licence plate fee options you select.
I will then submit an application for a new title and if you want I can also purchase optional licence plates (which is provided immediately)
If you want I can also get you a replacement 17-digit VIN tag issued by the state of West Virginia (no fee)
You will have to pay a 6% sales tax plus the tittle application fee and if requested licence plate (1-year or 2-year plates, or antique plate) fees.  See NOTE ON SALES TAX BELOW
I will use my personal property taxes paid receipt and my USAA auto insurance policy to cover initial registration
HOWEVER Before you drive the HMMWV you will need to get personal insurance and send me the policy number so I can update the WV database, if not the WV DMV will revoke the licence plate for lack of proof of insurance (yep they actually check).
HINT if using USAA do not tell them you have a M998, but describe the vehicle as a AM-General H1 hummer
Progressive will insure your HMMWV as a military vehicle if you don't have USAA or another insurance company that will insure military vehicles.
After my DMV in-person process, I will then immediately mail you the licence plates and then in about 3-weeks, after the title arrives, I will sign my interest back over to you (sign back of title) and mail it to you.
RE-TITLE in YOUR STATE:  Once you have the WV title, you can take it to your state DMV and have a new title issued in your name only or just leave it titled in WV with both our names and a valid WV address.

Note on antique plates, they limit when you can drive but are prorated over a 10-year registration period that currently renews in 2025.  Only .50 per year, starting July 2nd 2021 they enter year-7 so currently a fee.
NOTE ON SALES TAX
Most likely the auction site charged you a sales tax for the state and possibly even the locality where the vehicle was stored.
-- Unfortunately West Virginia does not recognize this prior sales tax and you will be charges a second time for a 6% sales tax in West Virginia.
-- FORTUNATELY GovPlanet or other DRMO auction sites have a process to obtain a "Sales Tax Adjustment" for the taxes paid when the HMMWV is registered.  On GovPlanet web site, if you look under Buying menu, the 7th sub-menu item is to apply for a sales tax adjustment.  See last photo for this listing
